Choosing pages and angle
90° turns pages clockwise a quarter turn, 180° flips them upside down, and 270° turns them counter-clockwise. Scans from a document feeder often come out with every other page upside down; choose Even pages and 180° to fix them in one step.

What rotation changes
The rotation is saved in the PDF itself, so the pages open correctly in every reader and print the right way up. Text and images are not re-rendered, so quality is unchanged and text stays selectable.
Rotation in a PDF viewer is often only temporary, which is why pages can appear sideways again when you reopen or send the file.
