Picking precisely
The magnifier enlarges the area around your cursor so you can hit a single pixel, which matters on anti-aliased edges and fine text where neighboring pixels differ. Fullscreen mode gives you a larger image for even more precise picks.
Clicking adds the color to your palette, so you can collect several colors from one image and copy them later.
Which code to use
HEX and RGB are for screens: CSS, design tools, and apps. HSL describes the same color by hue, saturation, and lightness, which makes it easy to create lighter or darker variants. CMYK values are a starting point for print, but final print colors depend on the printer and paper.
